An evaluation of Entry level qualifications

This is the first large-scale evaluation of these qualifications since they were introduced in 1998 following recommendations from Sir Ron Dearing’s Review of qualifications for 16−19 year olds. The aims of the evaluation, first published in May 2004, were to find out:
- how extensively the qualifications were being used
- how effective they were
- where improvements were needed.
This document was published by the Qualifications and Curriculum Authority (QCA). The regulatory function of QCA is now the responsibility of the Office of the Qualifications and Examinations Regulator (Ofqual). Ofqual regulates qualifications and monitors national curriculum assessments in England.
